Is knuckles the strongest sonic character

There has been no concrete evidence to suggest or argue against Knuckles being the strongest, aside from him not being the strongest Sonic character in the Mario and Sonic series where Vector is in fact stronger (but that is probably due to maintaining a balance between characters). All we know is that he is unusually strong.
