Midtown madness 3 in PC

Unfortunately MM3 was a Xbox only release. If you want to play it there are two options:

1. Play a rom of the game via emulation, i don't know if there are any Xbox emulators for the PC, but you could try to find one.
2. Buy it on the original Xbox, the game is pretty cheap in second hand shops or websites. I think you can run it on Xbox 360 with the right update!
