What is gta-vc.exe - Entry Point Not Found

Sounds like your Grand Theft Auto Vice City installation is corrupt. "Entry Point Not Found" may relate to some problem with the program's main function but otherwise doesn't actually tell us anything about the actual problem. You'd be best advised to contact GTA support.
