How do you get to sky pillar in Pokemon ruby

it only apear in the sea route to Foluing city whe you have at least 1 hall of fame in your trainer card(that's mean you have to beat the elite 4 and the CHAPION in Ever Garden city ^^)If you don't the way to it will be block by these sea rocks...and more D tell of you,you will not have any chance to step your foot in the top floor ,the floor it have the legeny dragon Pokemon RAYQUAZA if you do not ride the mach bike with you in the the way,WARNING!!The Pokemon with lever 47-50 will apear ,use max reptel if you don't want to battell them.Thatt all i know,good luck!!^^
