How do you buy characters in Lego batman 3

You must first complete the Story Mode to the end of "Level 7: Europe Against It" before you can buy characters you found Character Tokens of. Once you're past Level 7 a switch will appear in the Batcave or Watchtower's Control Room (right next to the Trophy Room entrance door) to get the character grid.
