Why did Cid mention that if millions of lives are lost it will summon The Maker in Final Fantasy XIII but in Final Fantasy XIII-2 millions were lost in the ending

By the end of XIII-2, time has stopped as Etro is now dead. The rules from before are no longer the same. But then again the XIII series has some wishy washy internal logic and its better not to ask questions like this.
