How come when Im playing team fortress 2 you hit shift tab and it glitches

Simple answer: Try to reinstall the game. (You wont lose any items)
Reason: The default function of tab is to show players playing on the server.

Maybe some files and / or textures for this menu is missing, try to reinstall.
