Where is the deserter debuff in GW2

I believe its not a thing only because they stated that you cant get points from just AFK'ing in the base to get glory from the end of a match. Meaning if a player wanted to jump in, get a capture point and leave for the 10 glory that was okay. Or something.
(I remember reading somewhere that a dev said spvp (at least for not tournaments) was supposed to be something where you could join and leave at anytime and get glory for what you actually do, but I can pinpoint the forum thread/news post.)
