When I downloaded Fallout New Vegas on steam it downloaded at first But it said after I launched it that the game was unavailable How can you make the game work on steam and why is it suspended

same guy here, the reason why i said it was suspended was because i deleted it and tried to download it again, and it said it was suspended and wont let it download
Why was it suspended and how do i bypass this?
