No, but you can go to romulation.net and search for a flipnote.nds (rom file) and then download it. But inorder to use the rom file you must download a no$gba emulator or a DeSmuMe emulator and then open the rom file from there. Best of wishes to you to get to play around with flipnote on your PC.
