What would be a character build that would most resemble Joshua Graham in Fallout New Vegas

a character like Graham would need to have high guns, melee, and repair. and also be high in intelligence, charisma, strength, and endurance (possibly luck also since he survived all that has happened). since he is covered in bandages u can make him and ethnicity you like and wear his armor along with his gun, a light in shining darkness
