This may sound rediculous at first, but put all points into intelligence. This gives you more points to use for specialized skills (small guns, ect.) When you reach level 30, your character (depending on what skills you like) will probably have the maximum (100) in more than one category. It might be kind of tough to start out, with a little less strength and all, but in the long run, it is totally worth it.
