you have to go to one of the riding houses. I think it's jumping? I dont know just try all three. But I recommend trying the second game. Riding Academy 2. Much better graphics, easier to play! But yea, just go to the riding houses and the Lake Permit will be one of the available tasks if you ask the teachers!
