Do most kids who have gone to art camp draw video game characters without looking at a picture of them

I am not tooo sure about that but if your child is a budding artist he should be drawing creatively off the top of his head. this helps him define his artistic characteristics.

A good thing you could do to help him however would be to advise he draw alot from photographs and other artist, especially video game artists works. this will also help him develop new techniques and stratagies in his art.

Also encourage him to do extracirricular art work at school if he is very interested. anyone can draw, it takes a lot of practise to become a skilled artist the more he doodles the better he will be.
