When i download world of warcraft patch it says unable to initialize streaming

This is an issue a lot of people have been experiencing and Blizzard is aware of the issue and are "Looking into it" but for now what you can do is look at the related links added to this and there will be 2 one will be a link to the Customer Support forum where you can post a thread and maybe get a response from a Blizzard Employee and then there will be a 2nd one that one will be the Technical Support Forums.
