I think you're talking about Driftwood, but anyway you have to complete the quest where the man asks you for money to build the bridge to where the gypsy camp used to be (Quest in Millfields). When the bridge is finished, cross it and look around the small area. There should be a pathway which leads to Driftwood.YOU MUST PAY THE MAN FOR THE BRIDGE TO BE COMPLETE!
