Can you play fallout new Vegas on Intel HD accelerator graphics

Since this is a shared graphics card (this means it shares its memory with your actual RAM), it depends on the strength of your processor and your available memory.
On my laptop (Core i3 330M, 3 GB RAM), the game works on lowest settings.
