What free game engine can make simple flash 2d 3d games and that is simple with no programming required also if you ever put the game on the DVD it should play without downloading any extra files

Only Flash can make flash games.
Game Maker can do all of that mentioned besides that, but it's not free. (Well, the full version isn't. And at least it's cheaper than Flash.)
