Is empire total war better than napoleon total war

In terms of graphics and gameplay quality, Napoleon is probably the better game. On the other hand, Empire has more re-playability because it is features a much wider game, without the structure and story limits of Napoleon.
For example, a NTW game is going to involve either fighting to stop France, or conquering as France. An ETW game lets you choose your own allies, enemies and expansion plans.
