How do you get that weird British hat on fallout 3

That sounds like modded content, it is something a member of the public has made, or perhaps imported from another game. Also, I am British, and 'weird British hat' is meaningless, no idea what you mean, only that there is nothing in Fallout 3 that matches that description.
