Can you play as or summon King Mickey in Kingdom Hearts 2

In Kingdom Hearts II, there are certain boss battles that, if lost, have an option to play as King Mickey, instead of loading a save file or continuing. This is the only way to play as King Mickey without cheating or modding. There is also no way to summon King Mickey, despite common belief of an item called 'The King's Charm', which doesn't exist.
