Of course not. If it were so easy to get a partyhat, it wouldn't cost 300 million coins! At the most it would cost a few hundred, or thousand, coins!


Partyhats were released at a one-time event; it is currently not possible to make any more partyhats. That's why they are so expensive (collectors' items).
