How do you get a cog radar on Toontown

You know your cog gallery page where it shows cogs and numbers below it? When you do as many cogs the numbers say to do, it'll fill a square. When you do some it will let you track cogs, but when you finish that row of (cash, sell, boss or lawbots) it will let you track buildings also. In order to tell if it'll let you yet, move your mouse to the left where it shows ID of cogs like tie for bossbots, $ for cash, and circle with bars for sell, and law I forgot. And if it lights up, it means you can click and it will track many cogs and/or buildings on the street your currently on with that kind of bot. (for ex: you click on bossbot ID, it will show how many bossbots are on that street and the buildings unless you didn't fill up that row yet)
