Can you change the fps in sonic and Sega all-stars racing on PC

Yes you can but you have to go into the folder eg "C:\Program Files (x86)\Sega\Sonic & SEGA All-Stars Racing" or "C:\Program Files\Sega\Sonic & SEGA All-Stars Racing"
the is a file called "settings.ini" double click that to open it in note pad and it has all the game graphic setting in it and change the one that says "SCREEN_REFRESH=60 " to "SCREEN_REFRESH=15" or what ever you want it to be and that will change it but you have to move the file out of the folder first because you can't edit it in that folder
