Where to get level 11 on Dragon Fable

You have to earn it. Mainly go on different quests. You can go east to the Sandseas and do quests there, or north to Doomwoods with Artix. Or underground to Ravenloss with Tomix. You will work your way up to level eleven. You might say it takes a while but that's alright as long as you have time.
