Basically, go to the Dragon's Den.

On Gold/Silver: Surf to the Dragon's Den, behind the Blackthorn gym. Find the Dragon Fang. You'll need HM06-Whirlpool. Then she'll come to you and give you the badge, and TM24-Dragonbreath.

On Crystal; Go to Den, and find the shrine.
Take the test, then she'll give you the badge and TM.
