Is Blizzard entertainment going to rank up more old-world raids for World of Warcraft

In the next expansion, Cataclysm, Blizzard will be adding heroic difficulty to Deadmines and Shadowfang Keep. But those are not raids. Presently they have no plans to "rank up" old-world raids.
