How do you get bowser and eggman on your team

If you mean in the game Mario & sonic at the winter Olypic games, well after you beat eggman and bowser you have to complete bowser jr and M. Sonic quest afetr Bowser Jr and Metal sonic will join. Then beat Bowser And Dr.eggman. Then they'll join. Sorry if it's too long.
