Why cant combat arms load

There could be many possible reasons, and possible solutions for that matter. If your computer is running parental controls, it may not be allowing your computer to run it. In my experience with parental controls, I could not play any FPS or full screen games while they were active on my computer. There may also be other interfierences but if that's not the cause, I'll need more information to help you further.
