Why is there so much hay if horses are not allowed in assassins creed

There ARE horses in Assassin's Creed.

Yeah there are horses you just have to get far enough into the game to interact with and ride on them.

In Assassin's Creed 3:The Brotherhood the horses are allowed in the cities now as escape plans and such i didn't buy it but i think you whistle or something to get it to you for an escape.
