Where do you find the most Level 2 plus Cogs in Toontown Central

I think in Daisy's Garden ,Toon Town Central, or the other town that has a fishing theme. At level two you should not go to Donald's Dream Land or any Cog Head Quarters. Those two places are filled with levels 5 through 10 cogs.
