Is it legal to rip or use ripped sprites from a non public domain game

It's not legal to use some one else's work without their express or implied permission. However, if your intended use is personal, non profit and will not be confused as being officially recognized by the original creator, you probably wont get in trouble, they will have the right to tell you to remove your work from public viewing though.
