How do you start a United Nations resolution in Civ IV after being elected Sec General

Congratulations you are the Secretary General of the United Nations! After a few turns (I believe this is 5) the Diplomatic Win ability comes (which is complicated and annoying >.<). After another 5 turns or so another screen will come up saying which resolution you would want to pass such as a global civic or a global currency after which voting starts (these are cast by every country leader depending on population). After starting/proposing about 3 resolutions I believe reelection for Secretary General starts again.
