How do you get your chao to evolve into ultimate chao in sonic adventure 2 battle

I take it you mean a Chaos chao. Reincarnate it twice,then on the 3º life give it one of each all 21 animal types (no drives).Wait for evolution.The type of Chaos chao you get depends of it's alignment.
