first you go to S.H.U.S.H.and press TOP SECRET it says runamuk park the spy goggles are in runamuk park near the pup and over thing. then the note is in uptown . use the spy goggles to find it in the back of place . then go talk to the Sally in the sunken ship in the ocean place. next go to the beach place and talk to the guy in the house thing. then go to runamuk park and talk to the guy in the rainbow then you go to S.H.U.S.H. and finish the quest.then your done.
