How do you get a signet of capture

In Guild Wars, the Signet of Capture is a skill you can purchase from the skill trainer in the major cities (depends on which campaign you play). When you kill a boss of a class you play, you can use it to learn an (Elite) skill that monster knows. The signet is consumed, but you can re-learn it at the trainer.
