When is the wonderland world over in kingdom hearts

after you go to the clock tower and seal the keyhole. there is also a special boss that you can fight later on near the very end of the game. go to the room were Wendy was and talk to tink. make sure peter pan is in your party. then select go to clock tower. but this guy only comes at a certain time and is extremley hard.
