Where did Hwaldar come from

Hwaldar is a fictional character I believe who appears in the computer RTS game Rise of the Witch-king. However, Tolkien talks about an evil hillmen chieftain in Rhudaur, and Hwaldar is simply this hillmen chieftain, given a made-up name for the purposes of the game.
