it depends what kind of character your trying to level up. if you are just starting out with your first character, then just play the game to its fullest. do all the quests, go through every room, fight every battle, take every item, etc. however if you are trying to level up a weak character and you already have a strong main character, here's what you can do. take the weak character and the strong into either a more difficult mode, or a more difficult area. (ex: ruins) equip your weak with a gun or a magic attack that hits multiple enemies. have them walk into a room, hit every enemy once (even if it hits as a 0, it still counts) then have them run back out. then take your main character in and wipe them out. both characters will receive exp even though your weakling did near to nothing. they will be leveling up in no time.
