Why doesnt downloading game cds onto the xbox 360 HDD allow you to play without them ie halo 3 assassins creed

This is for anti-piracy purposes. There are few restrictions on copying data to the hard drive, so to prevent people from just downloading games from the internet and playing them without paying for the games, the Xbox system requires you to insert the game disc as proof of ownership.
