I am not 100% sure on the question, but I will take a chance at it. I assume you are talking about simple GIF animations?
I would use my knowledge of graphic -- types, quality, color count, size, frame rates, and presentation arena (where will it be displayed)
The type of graphic I use depends on the aspects of the graphic I am making. Gradients will not do well with GIF -- over 256 colors.
Will I be using pre-made graphics in my animations and what quality are they? I would need to know this.
I would need clean graphics (meaning no stray pixels) in my frames or my animation would show these strays.
I would need to know the purpose of my graphic so that I could size it properly.
I would then use my knowledge of time - frame rates.
This knowledge prior to completing the project will help me design a better animation that is pleasing to the eye, and processing power.
If it was a flash animation I would use my knowledge of tweening in addition to the above.
If you are asking specifically as to the actual action of "walking" I would consider the stride and the pace of the person walking to come up with a smooth pattern/animation.
