Why do downloads end unfinished for no apparent reason

Downloads (or uploads, for that matter) usually do not complete when the "signal" between your computer and the sending (or receiving) computer is interrupted. This often happens with dial-up connections, and is less frequent with broadband connections, either of which may be affected by electrical interference, excessive system usage, poor computer maintenance on either end, etc, etc, etc.
