How does tyrouge evolve into hitmontop

With Tyrouge you must have equal stats for Attack and Defense Tyrouge evolves at level 20. To get Hitmonlee you must have greater Attack stat than Defense. To get Hitmonchan you must have greater Defense stat than Attack.
