When does the mysterious cat visit in Animal Crossing

The mysterious cat is Blanca, the white cat with no face. It (I don't know if it's a boy or girl) visits your town after you wi-fi connect with someone (doesn't matter who). Then after you go back to your town or you close your gate, it might be in your town, or in the other person's town.
