Why is it called Socom Special Forces with British accents and not just Socom 4 with American accents

They made different versions to appeal to different countries. Since the main team is a NATO squad, an international team, it's a reasonable change to make, having two of the team members be Americans for the US release, British for the UK release, Australians for the AUS release, etc.
