How do you negotiate with the NCR in GI Blues in Fallout New Vegas and I have holstered my weapon and have accepted reputation but am shot on sight what is wrong

you must not have any weapons showing - fists is weapons. don't yet know how to 'unload' you fists, but is is possible.
