Why was Maria Robotnik killed

50 years ago, GUN raided the Ark to destroy Project: Shadow and capture all those involved in the process of its creation. Maria was trying to save Shadow by releasing him to earth in a pod, and so she was shot by one of the soldiers involved in the raid.
