Can kids buy video games without parents

Yes, so long as they are older than the age rating on the game. A twelve year old, for example, could not buy GTA as it is an 18, but there no reason why they shouldn't be able to buy one with a rating of 12 or below (though they would need proof of their age to buy the 12 rating one if their is no adult with them).
