Depending on how advanced you wanted to make it I would recommend that you first build the place. Then you would want to script it. Lastly you would want to add GUIs. I can't tell you exactly what to do because everyone is different and there are many ways of accomplishing the same task which depends on your though process and your ability to script/build.
