How can I download games on Steam when the steam severs are busy

first u can try changeing where ur location is at like i think steam puts evreyone in USA in New York sometimes if u change that to something closer to u i might help or sometime u gotta wait until the servers arent busy u can allways change ur location back from where ur changed it i allways recooment staying at New York where steam places u
